Best bet would be that your infrared device drivers arent working as they should be. Have you tried uninstalling them and reinstalling them. Most of the time once you uninstall the drivers and restart Windows, Windows should automatically reinstall them for you.

What kind of IrDA Device are you using? Check if you have the latest Device Drivers Installed

if you are using windows.. try updating the irDA driver through windows update. If no avail, go to the official site of the irDA device to download the latest driver. Check your irda device in the controll panel --> system
