1) It should work normally trough the roaming partner.
2) Normally not. If you've got reception, everything should be fine.
3) I don't know.
But: Check if the numbers you want to send a message have the international prefix.
Afaik Taiwan has +886 as prefix. You've got to use it for every number which is in Taiwan, for messages too. And check, if the message center number also has this prefix.

I've forgotten:
If you use the international prefix, you don't have to dial the 0 in front of a number (if there is one - or any other number which comes first in area codes)
More info about international dialing:

Thanks bjoern, but i am still having problems.
when i try to make a call a message EMERGENCY SERVICE pops up on the screen. Even if i try to communicate with voice mail the same thing happens.seems like i am not roaming. i am using a pre-paid card, Could that be the problem?

It could be. Some providers don't support roaming for their prepaid cards from the beginning.
For many you have to register it, some even say you need a second sim which contains your number and is for use in other countries only.
Next time please just continue posting and don't open a new thread for each message. thx.
