I had the same problem for a day until I foud the following.
Check out http://commerce.motorola.com/consumer/QWhtml/faq.html regarding using Phone Tools with non-Motorola USB adapter.
The FAQ at the bottom says:
To resolve this issue:
Start by detecting the device through the BlueTooth neighborhood or 'My Bluetooth Places'.
You need to make your phone discoverable by going through the phones menu, then selecting Settings,Connection, Bluetooth Link, Setup, you will then see Find Me highlighted on the menu. Leave this here.
Go to My Bluetooth Places, click Select on the phone to make it discoverable for 60 seconds. Click View Devices in Range from the My Bluetooth Places window.
Devices in range will show up and you should see a Motorola V600 phone. Right-click the V600 and left-click Pair Device. It will prompt you to enter a PIN code to ensure a secure connection, enter a code you would like to use.
Your phone will now ask you if you would like to pair with the computer, select Yes, then Enter the PIN code you entered on your computer in step 3
Your device is now paired.
From here, go ahead and Launch mobile PhoneTools and make a new profile.
If the Setup wizard appears, Cancel out.
Mobile PhoneTools will launch with a generic looking skin.
Press the F6 key to enter the manual setup, click the Communication tab, then click the Change Modem button.
A device detection should occur which will identify your phone and provide a Next button. Click Next.
A configuration completion window should appear stating that it has setup your phone, with a Bluetooth connection. Click Finish then click OK on the Setup window.
Mobile PhoneTools should now look like your phone.

I Don't have any problems transfering them. Actually I usually do that outside of the software and just drag them into the folder in bluetooth places.
Just make sure the mp3's are at least 64kbps. I've noticed that alot of the sites that have ringtones put the samples at 32kbps and I don't think those work. I use cakewalk pro and save them at 64kbps.

I am not sure if I follow your problem. You have the mobile phone tool software and a usb bluetooth dongle and you cannot transfer files between your pc and phone? What verison software do you have? Have you also perform an update within the software?
Try uninstalling and reinstalled. Look at this link and see if this helps.
