Here is exactly what i have done:
1) Installed motorola usb driver from vstuff.co.uk.
Tell you what, show me in my Tutorial where I says "download and install motorola usb driver".
I dont know what it does and I never installed such thing on my computer. And also, I never said that in my tutorial either. In my computer what I did was first installing mobile phone tools so I can transfer images, and mp3s. Then I installed PST 7.1.1
Mobile Phone Tools comes with a driver which makes your computer detects the phone as a modem. I'm not sure if that has anything to do with PST.
I dont think there is a way to get rid of the drivers ones you installed them. So you should do a system restore to a plase before you installed those stuff and start by installing MPT. Which I have explained here http://forums.mobiledia.com/topic18336.html
And then install PST.
Also there is no way that your phone is newer than mine cauz I just bought my V220 like 3 weeks ago.
May be that driver you downloaded does the same thing as the MPT driver and you might need that for PST. And the driver you download is outdated.
But then again, I'm not sure. Just give this a try and tell me what happens.

I'm at Ryerson in First year Nursing.... I was going to go to computer science because I'm good at those stuff, but wasnt very good at calculus. And also, it's really hard to find a job unless you have a lot of connections.

8. Once you connect, be *EXTREMELY* patient. This can take a while depending on the speed of your computer. It will start installing the drivers for the phone. There are about 5-6 different drivers that it will install. If it says that the drivers cannot be found, browse and locate the "Motorola\PST" folder
I've format my computer, install PST, follow every step you shown, until step 8. I tried to locate the browse to Motorola\PST, my system can't find the right driver from it. it said it's not the same driver. The cable I have is from Motorola "MPT II"
Anyway, I'll try to find the driver from the Mobile Phone Tools CD, which came with my data cable. I hope this will work. I'll let you know if it works or not
----edit----
Nope still can't connect to the phone. Please help

Youre talking about a Mobile Phone Tools CD. Which version of MPT comes with it? If the version on the CD is below 2.21b, you got the wrong driver.

I think it's below, do you know where I can get a newer driver for the data cable? if I download a newer version of Mobile Phone Tools, do you think I can get the driver from it?

MPT 2.21b comes with the driver. Install it and try it. If it still cant detect, then restore the computer to a point before you installed any motorola stuff and do a fresh MPT 1.23c Installation and upgrade it o 2.21b. Cauz you need 1.23c to upgrade to 2.21b.
