Does anyone knows how to tell if a phone is lock or unlock without using a different sim card? I've got a Cingular V600 phone and was told that Cingular unlocks it. Whether it is true or not I don't know. I want to verify it.
Is it ok to re-unlock a phone. Will it demage the phone in any ways?

Tell me if you find a way to unlock the phone. And a possible way to change the IMEI too..

Your phone should be able to be unlocked by your service provider. But you wont get anywhere switching SIMs because if its the phone thats locked no matter what SIM you put in it you wont get through.

If you found a phone and it's banned due to some reason (stolen, lost, etc..) you can just change the IMEI and it's not banned anymore. You can just use it with the same service or unlock it and use it with a diffrent service provider.

Hagan:
I thought the same way as you about flexing. However, I did read somewhere that you could flex without the simcard regardless if the phone is lock or unlock. What I really want to know was if I could ubrand the a t-mobile v600 and use the wap and mms service with cingular.
