ok so where can i go to get the live updates? I put in the 2003 version earlier and nothing popped up for onscreen instructions and it wont read the V2 version to install or setup. My friend said to install it, but where? I am so confused...HELP!!!

What updates you need?
You sound like you are having problems by connecting phone.
If you didnt connected your phone try visiting this and following steps.
This is for all motorola phones not just for razr v3 as described.

You dont need to use motorola phone tools you can use new p2k tools.You can transfer everything to your mobile phone with that.I am notsaying that motorola phone tools are not good just it is easier to use new p2k tools.You can enable everything there.Change your melody,I mean how it will be loud.Change picture on your second display.Enable java app loader and much much more.Try it.And you can download it from site i listed up.Follow the instructions how to connect phone and the site for downloading this will be listed.

But if you really want motorola phone tools try following this steps:
Unninstall and install again mpt.
Remove motorola usb modem from control panel phone and modem options.
Install againg Motorola phone tools.
Plug your phone select install automatically when it says you to install motorola usb modem.
Go to motorola phone tools.
If it asks you to set up connection select usb or other connection if you are using.
If it says you too install or go to live update dont go there.
phone wiil be shown and in bottom of screen it will will be green colour and it will say you are connected.

ok but how can i put ringtones like songs that i have cut to my cell phone? it only lets me do stuff from my phone not the comptuer.

In what program mpt or p2k?
If it is mpt try going to option and select it multimedia studio.Select transfer studio.There you can select do you want to transfer from pc or phone.
If in p2k tools try going to file menager.Select referesh.Go to folder you want after referesh and select upload.Select file and it will be uploaded.
