I know its an american network but that I live in the UK, when a phone is on Cingular network, will be it released to any networks across the UK or will it depend?

not quite sure what you're asking, can u give more detail?
are u asking if a phone that is using cingular GSM service will work in the UK? if this is your question, then yes as long as the phone is a "world" phone and lso b/c cingular has roaming partners in the UK but it would be expensive

Also, not sure what you're getting at...
If you're wondering if you can roam on Cingular's network while in the US, the answer is that for the four UK providers (Vodaphone, O2, T-Mobile, and Orange) all have roaming agreements with Cingular meaning your usage will be transfered back to your bill in the UK at a profitable rate for your home carrier.
Cingular completed its buyout of AT&T Wireless a couple weeks ago, but I'm guessing you'll still see "ATT Wireless" as the provider. The only other thing you'd need to consider is the frequency at which your device operates...
Most foreign-sold devices are only tri-band - the 1900 support is for the Americas. We have another frequency here that actually has a larger coverage map - at 850 mhz (not to be confused with 900). The newer phones are starting to have quad band support.
I mention this b/c Cingular and AT&T have a lot of 850 spectrum. If you're phone only supports 1900, you may get Cingular in some markets, AT&T [now owned by Cingular], and T-Mobile in others.

Thank you ndogg78 and JCMyersIV,I don't exactly understand word by word what you were saying, but I get the basics. The question was: I'm on orange tariff at the moment in the UK and was looking at a phone with the network for cingular, so if I went on a bidding site or somewhere i could get one from america would I be able to put my Orange simcard into the Cingular/AT&Wireless network tariff? But thank you anyway I have figured out how to solve it now thanks to my mum ordering a phone very alike in the UK on Orange. Lol.

ok, so to answer your original question if I understand correctly.... you can buy any GSM phone from the US to use on your provider as long as it is 1) unlocked (US providers like to lock their phones to their own service but they can be unlocked) and 2) supports the frequency that your provider uses. hope this helps! btw, what's your meaning of tariff, i guess your modern english is throwing me off.

UK = tarrif
US = contract
Same thing; subsidized phone in exchange for a term-agreement with the carrier.
