You have installed the driver that came with the BT dongle? If you did, go to device manager, look for the generic bt driver. Update the BT driver with the correct BT driver you have installed previously. Make sure you click manually search from list of driver. Find the driver and install.
Windows Xp SP2 has its own bt driver. You must install the correct driver that came with the BT dongle. That is why your phone and mpt are not seeing each other.

Firstly,
Are you pairing the mpt or the bt dongle first? You have to pair it with the dongle. What is the error if any?
Secondly,
How are you running the software and phone? Did you run the software first and plug in the phone when mpt says phone not found?

Sounds like the phone isn't installing the modem driver for the MPT to run on. Maybe just suggestion. But Try uninstalling the BT and reinstall but make sure you dont connect the BT Dongle until the installation is complete, after its done maybe restart and then plug in dongle. Pare phone and computer with MPT also installed. Once the PC and Phone pare up run MPT and see if it hunts for a driver. You will get the little bubble on the toolbar saying USB Device detected or yada yada, how to do this is in the top of the forum thread "HOW TO - Install MPT Drivers."

this is the first resonse by the microsoft driver:
The device has not responded to the passkey exchange.
Make sure the device is turned on, nearby, and ready to accept a passkey exchange. Then click Back and try again.
Check the device documentation for help.
then I did reinstall the IO BT driver and restart. PC still cannot find the phone, neither can befind by MPT.
MOTO soft ware sucks, phone good though

Here is another guide I found.
I know a lot of people have been having problems connecting their V600s to the Mobile PhoneTools software via Bluetooth. After a lot of messing around, I finally found a way to make it work. Note, you MUST be able to establish a Bluetooth connection to your phone from your computer in order for this to work (e.g. "My Bluetooth Places").
Install the latest version of the MPT software and run LiveUpdate
Start the software, open the default profile, and cancel out of the connection type screen
When the program opens with the generic phone/skin selected, hit F6 to go into the manual setup
Click the Communication tab and change the modem to the Bluetooth modem, then select the V600 from the device selection screen
After you exit the setup, the skin should change to the V600 and it MIGHT connect to the V600
If it doesn't, initialize the Dial-up Networking Gateway to the phone via Bluetooth (you can do this through "My Bluetooth Places," or the Bluetooth tray icon)
You will see the BT icon turn green (if you have it set up correctly) and the dial-up networking window will pop up
With the icon still green, refresh the Mobile PhoneTools display (or exit and restart the program, or open and close the setup screen)
It should connect! Now whenever I open the MPT software, I don't even have to initialize the Bluetooth modem. It does it automatically.
