I just recently bought my LG L1400 from Amazon, about a month ago. My sister is on Cingular also, but she wants a new phone to replace the 4 year old one (a TDMA one). Because its TDMA, the number can't be ported.
So, I was going to give her my LG and buy a Motorola v551. Can I take the SIM out of the LG and switch it w/ the one with the new number that will come with the v551? I know phones are often locked (don't know about Cingular's policy), but if it is two phones within Cingular, I don't see a problem. Would I even need to go to a store to get them to switch them out?

your sister is with cingular right? why wouldn't she be able to keep her number if she switches to GSM? her new sim card (she would need one to use your gsm phone) would be encoded with her phone number.
you can use your sim card on any unlocked gsm phone or any cingular locked gsm phone provided the phones support cingular's frequencies.

I don't think the SIM card having phone number is important. I just joined Cingular and after getting the phone, I decided to change my phone number and they did it over the phone without me changing Sim cards.

What dog was referring to was that you implied that your sister would need a new phone number to switch from TDMA to GSM, which is not true. Cingular is trying to get people on to GSM as quickly as possible (expensive to maintain multiple technologies), and there are additional rev opp's in GSM (data, international roaming, etc.)...
If she's had the phone for four years, should should be able to get a new GSM phone for next to nothing... Yes, with a SIM card, they can send an update to your phone with a new phone number which is a huge improvement from having to program a TDMA phone in person. To that extent, you're right - the phone number doesn't matter... If she wants to keep her previous number, its no problem though.
And, you are correct - if you wanted to get her a V551 and give her your Korean phone, you could certainly swap the SIM cards - no problem (only caveat to that would be if you were in different markets, and I'm not sure even that would be a problem). The phone number follows the SIM card.

Actually, that makes sense. Cingular says not to use Local Number Portability if you're already a Cingular customer, and that could be why the system originally said it couldn't be ported.
I just assumed that for some reason, a number on TDMA couldn't be ported. However, that would be stupid if it couldn't.
