it means your phone is locked to that particular provider. You will need to obtain the subsidy code by calling your provider or bring the phone to someone with a smartclip to unlock it.
To the orginal poster:
We do not provide any unlock codes nor do we have any to give. Contact your service provider for the code as each phone is imei specify. Or use the second suggestion as mentioned above.

Can tmobile unlock it or only Cingular (it's their phone, tmob is my provider)? What's a smartclip? Do those things I purchase over the internet to unlock the phone work?

You should have had it unlocked before you moved to t mobile...a subsidy unlock request will need to be processed (5 to 7 buisness days) by cingular and you will need an active email address for them to email you the unlock code....(unless phone is stolen in which case you are s.o.l.)then you have only 3 tries to get it done properly after that the phone is useless.....unless....you can "hack" it ....ar.....ar.....or the world subsidy unlock website might help....TipiCrawler(works at cingular)

Well, I'm now in the same boat as those who feel screwed by Cingular. Luckily, I still have time to pack up my new phone and send everything back without losing money, so I've got a few questions for ya before I decide whether to do so....
I'm switching from T-Mobile to Cingular only because of the RAZR phone offer. Need my TMob SIM card 'cuz my whole life's on it. Transferred TMob SIM into Cing RZR before realizing I couldn't do that. I'm pretty sure I locked up the SIM card on the "subsidy code needed" prompt because I wasn't paying attention and thought it was asking for my SIM code (I was hurrying). Noticed your mention of a "hack".....
Also, when I called Cingular for some info./help, they were pretty worthless - amonst other lame info., I was told there was no way they'd release the subsidy code. But you say otherwise! Any advice on how to get the SUB code?? Or maybe that's not even an option for me now that I've locked it all up?? Again, that mention of a "hack" seems like my only option here, huh???
Thanks in advance!

Question: does anyone know if I can use a SIM card from a prepaid phone (Net10) in a AT&T Razor? I think the Razor is locked - I put in my Net10 SIM card and it still says insert SIM .
