I've tried PSMPlay and Mobile Music Polyphonic, and I can't do it.
I'm starting off w/ wav files. Most of the files don't even open in Mobile Music Polyphonic.
They all open in PSMPlay, however, when I go to convert them to SMAF... I get the error "It is not a PCM file". And then when I listen to the new file... it is silent.
Please help.

Perhaps you can try midi files instead?

Yes, I think I shall try that.
It's just that I have a whole shlew of short wav files that are set up as ring tones already.
Oh well.
