Sorry for my ignorance about the bluetooth and how it works.
I have T610, if i buy a bluetooth USB adapter to my PC,
then my T610 can connect to internet thru the PC?
any sites provide good tutorial about bluetooth? i am very new to it.

If u install your bluetooth dongle on let's say your laptop your able to connect to the internet through your phone.

So, if then so, that means the phone is going thru the laptop to internet,
and the internet charges is based on the laptop, right?

it's the other way 'round, the charges will be on the phone, not the laptop.

That's not the point. skdls asked, can he use the net ot the phone connected with the PC, like PocketPC in cradle on bluetooth connected can.
And the answer is no.

that means bluetooth is merely for data transmission for wallpapers or ringtone?
what is the differences between bluetooth and infrared then?

Infrared is Optical, and Bluetooth is Radio Frequency (RF).
Infrared is basically being phased out. Less and less laptops these days have it, and WiFi (802.11) and Bluetooth is becoming standard.
Infrared is slow, and requires line of sight, and doesn't work over a large distance.
Bluetooth is RF, doesn't require line of sight (your phone could be in your bag, or pocket) and you can still write SMS's or see who's calling by it showing you on your laptop screen (provided you have the right software, or are using a mac). Bluetooth works up to 10m's or so. (honestly can't say, never used bluetooth yet, still waiting for my bluetooth-usb dongle).
You can think of them like this:
Bluetooth = Wireless USB
Infrared = Wireless Serial
WiFi/802.11 = Wireless Ethernet
Just as serial (and parallel) ports have been replaced by usb, infrared will be slowly replaced by bluetooth.
Nokia is *really* dragging their feet with bluetooth support, however.

Another thing is that Infrared takes more power to use than bluetooth.
You can also use bluetooth/infrared/RS232 to syncronize you phonebook and Calender with outlook. I use that everyday.

Im new to bluetooth as well and i was wondering what all i needed to get ringtones, wallpapers and themes on my t610. It looks like i need a serial port cable, some usb dongle, and software. could someone please explain these and where I can get them for the best price. thnx.

The oficial SE data cable costs about 45€, any of the Bluetooth ports available in computer shops will cost 40€.
You can use the soft in the t610 box, but it has a few problems if you are under WinXP. I use the soft which came with the Conceptronic Bluetooth USB adapter, and it makes ok.
