Sometime Nokia is very slow and won't send them (I had sometimes problems too).
If you're on o2 UK:

I spent a couple days trying to figure this out myself, reading all of the different recommendations from different forums on the Internet. I had managed to screw up my settings so badly that I couldn't even access the Internet from my phone, let alone use it as a bluetooth modem. So, I eventually ended up trying what I would have tried first had I known about it.
To get the settings right on your phone, (not computer), go to Nokia's website, and let them set it up for you. They send you an SMS message with the settings for your phone. In the U.S., the site is
https://secure.mouse2mobile.com/clients/nokia/americas/
Follow the link for Browser Setup. Once you have gotten the message and saved it on your phone, make sure that it is the active service setting. Go to the following menu on your phone:
Menu:Services:Settings:Connection Settings:Active Service Settings
and then select the profile that Nokia just sent you. It was called, "Cingular Express" on my phone, so I'd imagine that it'd be something similar on any phone.
I had already installed Nokia's PC suite before trying to set up my computer. To set up your computer, in XP, go to Control Panel:Phone and Modem Options. Go to the Modems tab. Click Add button. Select "Don't detect my modem; I will select it from a list." Then choose the "Nokia 6230b..."
Go to Control Panel:Network Connections. Create a new connection. For Network Connection Type, choose "Connect to the Internet." Then choose "Set up my connection manually." Then choose "Connect using a dial-up modem" Type in whatever you want for ISP name (I used "Cingular"). Phone number is *99#.
User name: WAP@CINGULARGPRS.COM
Password: CINGULAR1
I chose not to make it my default connection, since I'll usually use DSL at my house.
Hopefully, that covers most everything important. I did a lot of playing with it before I got it set up, so I might have missed a few steps that I had done early on (like installing Nokia PC Suite and playing around with some of the stuff in that). And I still haven't tested the connection a whole lot, so it might be prone to the bug I've heard others describe where it disconnects from the network periodically, but at least I can connect, now.
