This known to happen in Uk once the fone has been report lost or stolen the fone IEMI# will be enter in their data base and next time some on turn it on and use it the provider know and automaticaly disable it. May work in other country and second solution is change IEMI# which is illegal and consider a criminal ofended in UK

Not if you reported lost and insurance sent you a replacement. However lost but you have to buy new fone on your own then once recover you can used again.

Well banned phones are just phone IMEI numbers added to a nation wide black list. If the phone was reported stolen and not replaced then you can call up your service provider and ask them to remove the phone IMEI from the black list.
