yes I can run moble phone tools. There is a live up-date option in mobile phone tools and when I try to run that it shows me the list of updates and when I try to download them it errors out. I don't know what to do, I've reinstailed phone tools twice trying to getrid of this error.

Do this run MPT with fon plugin and all that . At the skin of your fone click on that menu icon, should be a dropdown ---setup----live update. Try that

You don't understand. It is when I do that that I get the error message "winInet error code : 12003" and it does not install any of the updates that it showed me.

Did you installed 1.23 first than 2.16 or you install straight from 2.16?

If you have dial-up then ensure your signed on which I know you probably were. But it sounds like the program doesn't want to let it connect to net. If you have a fire-wall have it allow MPT to connect to internet. And if this doesn't try then try to uninstall and re-install MPT and then try to update it.

The first thing after instaled Motorola Mobile phone Tools you have to update the program, to update the mobile phone tools you have to select one update a time and do not have all updates selected, as to be only one a time and from the small version after 2.16 till the last version, after you have instaled one version you have to restart your PC every time you have instaled the latested update of the program the pc as to be restarded.... thats the way i have donne and it did work,....

I did it one update at a time and that worked eventurally, didn't restart my computer between every update though. It still gave me that error between the 2.19 and 2.19a update. I just tried it again and on the third try it worked.
