The way to find out if your phone has passive bootloader is as follows:
1. Connect the data cable to your PC and phone and power off the phone.
2. Start Hyper terminal (115kbaud, 8N1),
3. Press "?" on PC keyboard.
4. Power on the phone.
5. If you see "!" displayed on the Hyper terminal window, the phone has passive bootloader.
The above assume that you have the right cable and driver installed.
FYI, I confirmed that my E316 has passive bootloader so I guess your E317 should has passive bootloader as well.

Just a program for troubleshooting your modem, make sure its dialing up properly atleast thats all I ever used it for lol.

i locked myself out of my samsung e315 by typing #0111*00000000# which was said to unlock my phone but instead it locked it up real good!
Now it says "phone locked please return for service" and will only let me make SOS calls! I downloaded optiflash and used the "read" option to retreive the flash off of a working and identical e315 then hooked up the bad phone and flashed the saved flash to it! NOTHING, it still says the same thing on the display! Am i missing something? is my phone permanently destroyed? Will it possibly fix it if i change the IMEI number as i have heard and if so, what program will work with the 315?
any help is much appreciated! thanks

Somehow, I don't think the flashing process went too well. Try flashing with a "good state" E315 firmware again.

I flashed with a good firmware that i retrieved off of an identical phone that was brand new out of the box! I used optiflash 4.16 to do this and to write the new flash to the messed up phone! It said "all is well" when the processes completed and I even ran the verify option and it said "all is well"! The messed up phone still did the same thing!

As far as I know, you can't unlock E315 by unlock code. You have to use data cable and unlock software to do that. Another option is to use data cable and flash an unlocked firmware to your phone.
Problem is it is not easy to find free unlock software for E315 and it is also difficult to find unlock firmware for E315. Try locally for unlock service. It may be cheaper and quicker that way.
You better remove your IMEI # from your post to avoid being stolen by other people. It is an ID of your phone. You can remove that by using edit on the top right corner of your post.
