It's called Blooover and can be downloaded here:
http://trifinite.org/trifinite_stuff_blooover.html
But:
Disclaimer
The Blooover application is a Proof-of-Concept auditing tool that is not intended to exploit eventual victims financially. Therefore, it is not possible to send SMS messages and it is only possible to initiate calls and do call forwards to numbers that are free of charge to the calling device.

Blooover allows you to leech informations from other phones. Theoretically it can make calls too, also could send SMS. But this is deactivated due to legal rights.
Blooover in this version is to check if other phones are vulnerable. As said it is only a Proof-of-Concept which can't do any harm.

Nope.
Bluetooth-Attacks don't work that much anymore.
Many manufacturer have fixed this problem.
