I followed this:

You can connect using CSD to your SBC/Yahoo! directly, without using T-Mobile to access same. Your initial configuration (beloe) is correct, but the problem is that you failed to include a SBC/Yahoo! "Dial-Up Number" and your SBC username and password. CSD requires a "Dial-Up" number as it allows the mobile phone to access the internet, POP3, etc. servers by using the phone's modem -- just like a PC using a dialup modem rather than DSL.

CSD through SBC/Yahoo is free, provided you call on your T-Mobile free nights/weekend minutes.

Did this question get resolved?
As I am trying to do the same using my Motorola V551 on T-Mobile.
I would like to check that I have the settings correct. I get the same message, "Cannot Connect Setup is incomplete".
Thanks,
Ben
