A single handset can service only one SIM at a time. There are a few mods in the market which allows 2 SIMs to be serviced but is neither standard nor supported. If you have a dual SIM them you can switch between the 2 lines by pressing and holding down the # key for more than 3 seconds.

2 lines and 2 SIMs ain't the same.
If you have 2 lines, they come from 1 SIM.
To switch between 2 SIMs you'll need to turn the phone off and on.
There are some newer, digital dual sim cards which allow you changing it via an added SIM-menu.
On newer phones there is no reboot-code.

That is what a DUAL SIM card is. One Card housing 2 lines.

In between you have to pull out one SIm and insert another. I didn't mean that. Here, in India, we get a small device which is of the same size of a SIM card. That goes into the SIM holder of the phone. That device is attached to two SIM slots where you can fix two SIMs. I do know know if this is illegal or not but if you use that device, you can receive and make calls simultaneously from both SIMs (not at a time though ) without going through the physical way of changing SIMs.

A SIM can have two lines, you can switch between them and when you're on line two the phone indicates it with a little 2 on the screen (like where the message indicator is).
There are providers who offer you directly with the contract two numbers on one SIM card. But this isn't what we're talking about.

That's what I'm talking about... a dual sim card holder, but you still have to switch between these two cards by turning off the phone and turn it on again.
It is not to use two SIM cards simultaneously in a phone. You still have to switch between those two.
I heared something about a BenQ phone which should allow you to use two SIMs, but I've no idea how exactly this should work.
Afaik they are not illegal. But you shouldn't use the ones were you've got to cut you SIM cards so they will fit in the adapter.
Becaus a) you could destroy your SIM and b) you (normally) break your contract with your provider by doing it (quite all do have a point in it were they forbid to interfere with the card.
