I use Cingular's North American Plan extensively in Central Mexico. I freqently travel to San Luis Potosi, Guanajuato, San Miguel and other places and it has been great!! It is funny when I first got the plan I was switching from AT&T to Cingular and my phone service in the Chicago are was terrible but in Mexico great. After about 5 calls to Cincular Customer Service they were finally able to program my phone to pick up the local AT&T towers so it is working great in Chicago now also.

Well, it's 2007 and there has been a big change over the last two years. Cingular has since discontinued the North American Plan's service into Mexico though it is allowing those who had the service prior to severance continue with Mexico service.
For those of you who still have the service, there is indeed no NAM change available to switch to Mivistar. The representative had been mistaken. However, should Telcel fail then Movistar will now kick in.
International phone service via Movistar is absolute garbage. Movistar uses a voice-over-internet system for all calls into and out of Mexico, and it's so choked for bandwidth that often, when you're lucky enough to get through, sounds like the callers are underwater.
