Is there like some software I can download that will transfer ringtones to my phone w/o a data cable though? Not a site but some kind of program?

Not with the model of phone that you have, If you had a bluetooth enabled phone then yes (with a dongel or pc with internal BT) but unfortunately there is not way to get ring tones to your phone without a cable and just with a program because it has not way to sync with the handset. The only genre of connectivity that your phone supports is data cable.

Ok so if I do buy the cable it will come with software to upload ringtones that I've created as long as they're the compatible file format right?
