I was just wondering if there is a way to send a voicemail to another person without having their phone ring? I just want to send a voicemail to them without having his or her phone ring. Thank you!

it could depend on if it's in the same VM box system. If it is, It could theroetically forward to another user in the same system bu likely wouldn't do it to another on a different platform. This is not for sure but more as just a thought.

Thanks again, it does work local... Is there anywhere to get a break down as to Verizon's vmail platform (ie what states are together on the same voice mail system or do you know if each state has their own?)

not really....it's more trial n error. since VM platform providors do not offer service everywhere it almost becomes regionalized and with platform upgrades and changes....well...you see how this goes...wished i could give a better answer.
glad the tip sorta helped...
