sm8ckd0wn1-having heard your story and knowing that other people in the complex are having the same issue, i'm more apt to buy that it is coverage, so i'm with texan.
at that point, pretty much require that you talk to tech support and have a trouble ticket issue. per FCC regulation, you have to have coverage at you home but specifically outside the structure of your home. inside can never be promised by anyone. if it is determined that you cannot use your phone outside and that is established, then the carrier is required to let you out of your agreement with no penalty. i don't have the regulation linked as the FCC doesn't publish them online and you can only request such from the general printing offive of the federal government.
nontheless, see if you can have a t-mobile engineer check it out for you
