Well.... if you looked under the help tab in the program its there but I can copy and paste for yeah
Uploading a Melody
---------------------------------------------------------------------- ----------
You can Upload melodies, which can then be selected as the phone's ringing tone. A melody file has the .mmf extension.
To Upload a melody, proceed as follows.
Make sure that you are in the online mode (connection established with your phone).
In the menu bar, select [Tool]-[Melody to Phone] or click the Melody icon in the toolbar.
Select the file to be Uploaded by clicking the [Select] button and browsing through your folders.
If necessary, edit the title.
Indicate the index to be used for the melody in your phone. Any existing melody is overwritten.
To Upload the melody to your phone, click the [Upload] button.
To return to the main window, click the [Cancel] button.

No you dont need the wizard installed thats for connecting to the internet via your phone (as a modem). Do you have the correct com port selected??? Does the device recognize your phone?? does it say E315 at the bottom or Offline??
