I suppose the same error pop up again. Prolific PL2303 is a common usb-to-serial device used in usb cable. It can be that your cable use another device. Can you tell what is inside the small box in the middle of the cable? Do you see any IC there and can you find any marking there? I am not awared of any diagnostic S/W available to test if the cable is defective or not. A beep sound from the phone at least tells you that the phone recognize a device being plugged to the phone. It also seems that your computer recognize an USB device when you plug it to the usb port. I got the feeling that it is a driver issue.

I checked the web site of Mobile Action and found that both V200 and E315 use the same MA8220 cable. At less we know that the cable is the correct version if it is not defective and you have the right driver. The only other thing that I can suggest is that you keep trying other drivers from other sources such as www.mobileaction.com and www.datapilot.com
You can download free driver from their web site.

I found this web site called drivers headquarter who said they can scan your computer online to see what driver is missing. I am not sure if you like that or not as it will scan your computer and send information to them.
Another suggestion is try the cable in another computer. You may have to ask your friend if you don't have another computer.
If everything failed, you may have to consider getting another cable from another place.
I got my cable for C$30 and although it didn't come with S/W but the shop provide the link for me to find the correct driver and S/W. Besides, they said that they have tried the cable and confirmed it works. Although they don't accept refund but they allow me to change for other things if it didn't work out.

what works with e315 will work with E316 E317 D415 x427, so I don't think what works with e715 is appropriate for e315
