With the usb cable still connected with the computer, check Ports (COM & LPT) and tell me what is there now besides COM1, COM2 and LPT1. Did you see any line in the Device Manage that has a "!" mark?
What is v200, is it the model number of your phone or model number of the usb cable?

the only thing that is on that cable ( the only number marked ) no line or mark like that. i just cant figure this out at all its making me mental, "and i hope i am not driving you crazy"

That means the cable is for Samsung V200 which is OK as I believe the cable is compatible with E316. My cable marked SAM X426. So you should be fine. Now, let me know what is under Ports (COM & LPT) in Device Manager with the cable connected to the computer.

under ports. COMMUNICATION PORT [COM1]
COMMUNICATION PORT[ COM 2]
ECP PRINTER PORT [ LPT 1]
this is all that is under that port What u see above.
the cable is connected while i checked for this

Did you notice any line that has a "!" mark? If yes, right click and select uninstall to remove that line. Then disconnect the usb cable and reconnect it again and see if it ask for driver installation or not.

when i plug in the cable i have a "? " and if i right click it on it it ask me if i want to uninstll my
USB-UART t x line

yes i uninstalled it and plugged it back in and it did ask me that it was looking for new hardware

Do you mean no window show up to ask for device driver?
Try connect the usb cable to another usb socket in your computer. If it works, that the previous one has problem. If it still doesn't work, the usb cable may be demaged. You can try another computer to reconfirm.

when i plug my cable back in, on th elower right hand corner of my computer a little window comes up , says "found new hardware" Than a bigger window comes up and says " welcme the to the Found NEw hardware wizard"
