What software do you have on the software cd? It should have both the usb driver and application software in it. Check the device manager and under Ports (COM & LPT), see if there is a usb-to-serial bridge (COM3) driver there. If you see something like that the usb driver was installed already. If not, you have to check the cd to see if they have any documentation file such as readme to explain how to install the driver. By the way, if you have already install the application software from the cd, what is it? Is it Easy GPRS or Easy Studio? If it is Easy Studio, chances are you bought the wrong cable.

You said that in your first post that the cable come with a software CD. Did you ever use that CD so far? If you have installed the S/W from that CD, do you have any idea what S/W you have installed. When you plug in the cable to your computer it should detect a new hardware and asked for driver. Did you ever notice that? What have you done at that time? Did you insert the CD to allow XP to search for the correct driver? I hope you still follow me so far.
As for Easy GPRS and Easy Studio, they are application S/W (not driver) provided by Samsung for linking your computer to your phone. For E316, Easy GPRS is the correct S/W to use but not Easy Studio, it is for other models.
The reason why I ask you to check your software CD is to make sure you get the correct cable since different model use different cable because they are different in connection internally. The software CD will give you some hint on what cable you have gotten. The first cable that I bought also came with a S/W CD and it so happened that it is for other model which is not compatible to E316. I have to return it and bought another one from another shop.

i believe the cable is the right one. When i first plugged in the cable it asked that it was looking for new hardware, and now it doesn't ask anymore. on the cd i cant find anywhere about divers. Do you know whati should look for on my cd? Is there a special cd and cable for the e316 phone and if so what is it and where can i get it?

Never mind about the Software CD if you think the cable is the right one as we can find that out later.
You can download the Prolific usb driver from the following link:
http://tech.prolific.com.tw/visitor/fcabdl.asp?fid=33069384
You can get the Easy GPRS software from Samsung from the following link:
http://www.samsung.com/search/search.asp?qt=e316&la=en&col=wu+wsimsi+d ownload&tabpage=1&radio=1&select=0&x=15&y=5
If the usb driver is installed successfully, you should see Prolific usb-to-serial bridge (COM3) under Ports (COM & LPT) in Device Manager. Sometime it will show other port instead of COM3 if it is already assigned to other device such as modem. Then it may show COM4 or other. Rememeber that as you need that information later.
After you installed and run Easy GPRS, go to file then setup and set the COM port to the port that is assigned to the usb cable. Also set the speed to 230400. After setup, it will link with the phone and you will see SGH-E316 on the status bar (bottom of the Easy GPRS window). If you see offline, double check the setup again to make sure it is set correctly. Or try other speed. If it still doesn't work, try reboot your computer and start Easy GPRS again.

Macrofin,
Yes, your phone is very different from my E316 (at least) since mine doesn't has IrDA at all.
I saw your other post and it seems to me that you still have problem with the IrDA. Is the problem related to enabling the IrDA of the phone? If so, you have to refer to the user manual. It should be given in the manual. Since my E316 doesn't has IrDA, so I have no idea how to enable it on the phone. If the problem is related to IrDA on the computer. You have to make sure the IrDA driver is installed properly. Moreover, you have to select IrDA for COM in Easy GPRS setup.
