If I transfer my SIM card from my T-Mobile Moto V300 to an unlocked Moto V400, will all of my info go onto the V400? Also, will the software from V300(wallpaper, ringtones, phone format, etc.) transfer to the unlocked V400 via SIM card as well, or will I have to flash it?

what is in your simcard is only your contacts if you have stored your contacts in sim rather phone. Wallpapers, ringers, phone format is in your phone. Those will not be transfer over by inserting card.

Could I buy some type of software cable to flash/flex the Moto V300 preinstalled software(phone format by T-Mobile) into the unlocked V400? I've thought I read somewhere that this can be done.

Mobile Phone Tool is the one you need to transfer all your stuff to PC then form PC to V400

You can but that wont transfer your wallpapers etc..
