For another phone to connect to the V3 via bluetooth, in the V3's menu under Bluetooth Set-up, "Find Me" needs to be activated for this to happen. This allows the V3 phone to be "discoverable" for only 60 seconds, meaning the V3 is unable to pick up broadcasted bluetooth messages unless the user has manually made it discoverable for the 60 seconds the phone allows. Is there a way to to extend the 60 seconds or make the phone always discoverable, as most other phones, including my Nokia 3230. allow you to do?

No, the only time it stays visible is if the phone had been previously connected and is still in the Connection History. If your constantly sending files back and forth then you don't discover new phones you just Directly Connect using the history list, this way it doesn't have to be discovered because the phone already knows what its looking for, get my point?

If you are trying to send information like photo, sound, video or contact through bluetooth, just highlight the file/contact press menu and copy. This will lead to you activating the bluetooth automatically and it should find your other phone.

how can you connect to another blue tooth phone? i tryed and it wouldn't find it, my buddy wants a ring tone i have...

Veilfore89-thanks for your response. So in essence, thr V3 cannot stay always visible to all phones via bluetooth, like the Nokias can? So messages can only be received via phones/devices that have been paired up with the V3 previously ... or if the 60 second "find me" is activated. Fair enough.
Captanham-if your friend has a bluetooth enabled phone, then follow what xXxSamsungxXx has said above. Make sure your friend has their bluetooth active when you send the file across.

Your friend doesnt have to do anything except accept the file transfer, If you want to send your friend a ring tones just go Menu>multimed>sounds>highlight the ring tone, press menu>copy>press yes to activate bluetooth and the rest is pretty much self explanatory. Hope this helps.

Your friend's phone may not pick up the bluetooth signal if the phones have not been paired before. Once paired, you should have no issues in future.

For you its easy, for him maybe a little more long planned, all you have to do is hit copy and temporarily power on BT for him he has to go to the BT settings and turn it on, its autodiscoverable when turned on meaning you don't have to hit "Find Me" if you've paired previously then you don't have to search and just select the name again and it will autoconnect, then the receiving phone has to accept the incomming transfer. Simplified File Sending.
