Ok, I'm getting a cable for my LG C1300 tomorrow or this weekend and I've heard the only real way to unlock this phone is to get a cable. When I have it and hook up the phone to my computer what are the steps to go about unlocking it? Thanks

Unlocking is illegal in the US, so I don't think too many people are going to answer your question. There is a place in the UK that will send you the codes and the software to unlock your phone though. They don't have laws against unlocking phones.
Here's a link:

It's only $9.85.

Well, evidently it gets done all the time, but the act of unlocking the phone from the original carrier is illegal in the US. That's why the companies that sell the softward and equipment to unlock phones is located in the UK. It's not illegal to own an unlocked phone, it's just illegal to actually do it.
