I just started using EasyGPRS and I have a Samsung SGH-E317, but it seems like it limits the size of the ringtone you'd like to put on it. I'm not positive but I think anything higher than 40kbs will cause an error and it will say "Fail to Send"
Is there any way to get around this, or do I have to use another program...or, is it the phone itself? Thanks.

It's the phone itself. This is also true for my X426 and my E316.
I've heard that downloading via WAP can bypass this limit. I've heard from somebody testing with an E715 that he was able to download as big as 100 kbs in one image via WAP. Haven't tested myself... AT&T Cingular WAP is expensive IMO, I'm a student w/ zero income .
Edit: Actually, I take the first part back. It's both the phone and the software. I haven't seen one for EasyGPRS/PC Studio (for Agere Series Samsung Phones), but I've seen a patch for Easy Studio (for Philips chipset Samsung phones) that allows you to upload up to 100 kb in images and ringtones. But, I've heard that even if you could upload beyond 40 kb via software, some firmwares are still not able to play ringers beyond 40 kb.

Hey, Im in the same boat with my E 317. I think its the same with the X427 also, Ive only been able to put a little 10 second ringer on my phone and thats it. If anybody knows where I could get a link to that Easy Studio patch, I wanna try it anyways. Im determined to not have to pay those retarded WAP downloading fees lol. Please and thanku!
