Phone Model: Cingular LGC1300

I found a lgc1300 cingular, it has a sim card but whenever I enter a number it says "Emergency Only!" or something like that, How do I get rid of that to use a phone card with it? And how do you find out your number? And can I use a new prepaid Sim card? (but where does the fees go to?)

The honest thing to do would be call cingular and see if they can you get in touch with the owner.

Negative.
Drop it off at your local retail store. Make sure it's a corporate Cingular store. They will do what's necessary to contact the owner. (IMEI search) or by ICCID (Sim Serial Number)
