NE2 requires at least around $35 a month to qualify, and at least around $80 to get the full $100 of the new device for renewal. At around $50 a month an annual upgrade is available without the NE2 discount. And yes, a line can be upgraded and after activation be swapped to different line on the account.

most of the 2nd phones are FREE so it appears that you are upgrading your 2nd line when they're just giving you a free phone to stroke your ego.
Some FREE phones are just what the wifey/child wants or needed. Let the Bill Payer get the expensive PHONE.

I've been a loyal (somewhat) customer of Verizon's for over a decade, and i have to say, I hear what you're saying about the bait and switch. Wasn't too long ago that my wife and I went through the same thing with them. She had a secondary line (family share) some time ago, and she was told when we bought the phone that she was eligible for a new phone after two years. (sound familiar?) Imagine our shock, when not ONLY was she told that I (the primary line on account) had to be present (after waiting in line for an hour) to get the new phone, but after i grabbed the kids and met her at the store and waited another hour and a half (doors were locked by the time we left) we got hit with the same thing. That particular store nearly became a showroom for a Jeep that evening!
Now.2 years later, I'm in another part of the city, and go into a Verizon store, asking about another phone for my wife (her motorola's mic went out.twice.had to buy a whole new motorola.don't get me STARTED on "insurance".), when the sales rep offered me the new every two schtick.i told him all about our previous encounter at the other store, and he said, "you're still a customer? Well.let's honor what you think you should've got." I walked out with a brand new LG flip phone for free. While the phone itself was not special, it was pleasant to see a CSR going the extra mile for customer satisfaction. I had not been back to the original store in a few years, but I desperately needed a headset, so i walked in to the original store to find the place completely remodeled, and re-staffed. I asked what happened, and was told by the new manager, that the entire staff had been sacked, due to their "demeanor with customers".
So here's the gig. I've not always been impressed with Verizon's Customer Service, but i've found that if you talk to enough people, enough times, you'll eventually get what you want out of them. This was my outlook about 4 years ago. Since then, they've bent over backwards, and the one thing i found LEAST appealing about Verizon, has since become my MOST favorite thing.their customer service. Now, sales people are used to chattering out the same sales pitch over and over and over, and this may very well be what happened with you.someone buys a phone, and without even noticing it's a family share plan, they spill out the pitch about new every 2, because that's what they're used to doing. I know this very same incident REALLY made me angry, but every time i think about giving up verizon, i either hear something worse about another company, or V steps up to the plate and knocks one outta the park for me.
I think you ought to try talking to them a little more, or even visiting another store in the area (if you've got one) and telling them what happened. I agree that their disclosure statements are sometimes hard to find, but I honestly think this has more to do with the knowledge base of certain personnel, rather than devious methods. I also agree with the above theory that you should get something more for the secondary lines, since you have to pay double for everything like activation, early termination, and God forbid RECONNECT fees. ($15 PER line? Seriously? <shrug>)
Anyway, the new every 2 deal has been in effect for much longer than the family share plans.just so you know. I also feel that due to the cost of some of the phones, $100 credit, when you spend close to $300 on a phone when it's new should be updated. Phones do a lot more now than when they implemented this deal.
i gotta close with this, in the end, Verizon has ALWAYS ended up doing what is necessary to keep THIS customer satisfied, and occasionally, pleasantly surprised.which is why i'm still with 'em.
