If you are having problems with PST then you can try RSD lite or Smartmoto to flash

I have a black razr phone from cingular. It is lock because i can't use any other provider.

Would flashing the phone with these monster packs:

R374_G_0E.41.C0R_ICEMAN_MOTOX.shx
Flex Version: GSMV3xxCIN02NA0A5_VIDEO

unlock it?

Thank you

No it will not . As the file said unlock but it's realy meaning that if your fone is unlock already then apply that pack will not lock your fone again and if you fone is lock that pack will not unlock it.
To me i think it's a little confused to people when it's call unlock flash , i think is should be call nonlocking flash
