You also have to setup PIMS to use IrDA as the ports. Goto File - Setup, under Ports, select IrDA and under speed, select 115200. Hope it helps!

1. No, unless you have disabled IrDA port on your notebook. When your notebook detects your phone, an IrDA icon will show up in the bottom right notification area to notify you that an IrDA device is within range.
2. No, you don't need to create a connection. Actually, I don't think you can do that.
3. Open PIMS, assuming you have change the ports in setup. If not, click File and select setup, when the setup window opens, under Ports, change it to IrDA and under speed, change it to 115200.
If PIMS detect your phone, it will show SGH-E700 in the bottom status bar instead of offline.

Place your E700 (while IrDA is ON) in front of the PC's IrDA window, keep it like a few inches apart. As I said before, when your notebook detects your phone, an IrDA icon will show up in the bottom right notification area to notify you that an IrDA device is within range. If you don't see that, go to Device Manager and see if you have any line under Infrared Devices. If you don't see Infrared Devices at all, chances are the driver of IrDA has not been installed.

Not sure if it is related to the PIMS that you are using or not. Try uninstall it and install the PIMS from the following link:
http://www.samsung.com/search/search.asp?qt=E700&la=en&col=wu+ws+downl oad&tabpage=1&radio=1&select=0&x=10&y=10
If it still doesn't work, then it could be the IrDA in your notebook is not compatible with PIMS. Talk to your friend and see if they have IrDA in their notebook or PC which you can try.
