Does the problem happen all of a sudden? Or it is caused by recent flashing or entering of secret codes? Either cases, the phone need repair service. 1st case probably related to hardware and 2nd case related to corrupted flash.

There is a function called "Call Barring" which can restrict outgoing and incoming call. Is it possible that it was activated by mistake? Check the user manual for how to deactivate this function.

According to the user manual, it means "Out of your service area; you cannot send or receive calls". If that is the case, I don't understand why it can still send / recieve text messages.

Contact the service provider to find out if it is barred for any reason.
