Does cingular keep track when you buy your phone do they keep track of the imei number and the serial number of the phone a friend of mine got his phone stolen and he doenst have serial number to report it stolen Does cingular keep track of all this?

Yeah, cingular keeps all device information on file.

Cingular has it all on file, but only the sim # is deactivated when a phone is stolen, so theoretically (sp?) someone can steal a phone, throw away the sim card, and use the phone to activate service in their own name.

I was under the impression that they also blocked the IMEI number from the device.

nope. Cinguar doesn't have a blacklist like Verizon does.

They (ATT and Cingular) done that for TDMA devices...the reasoning was so that the customer wouldnt have to pay for the calls made by the thief...where the sim card is the key for billing... itsd the sim card that gets deleted in a GSM phone...the ESN deny list maitenance was an expensive undertaking for ATT... the simcards are once only numbers...when you report your phone stolen the clock starts ticking... you have 30 days to call back and say you found the phone...if you go 30 days and a second... the simcard fries and your account cancels... if you call and want a new phone...we trash the sim and order a new one that become associated to your cel number...
some or all brit carriers (not sure if its a biz practice) maintain a stolen IMEI database in the same fashion that ATT does with TDMA devices

Ok, i see.... I work with TDMA and I know we have a Blacklist, because every once in a while, I'll get a customer trying to activate a stolen phone, I call them on it and 99% of the time the freak out and hang up... I just assumed that our GSM accounts had a similar system.
It would really make sense to have a blacklist. When we dont, it just promotes cell phone theft.

So if my friends stolen phone is activated the person who stole it will not be caught? Cingular wants my friend to buy a new phone but wont give him a deal on it he only has couple months left on his contract they have suspended him for the time being but he doesnt know wat to do. If there is any hope left i nthe stolen phone i would appreciate if you could tell me

he can always buy a phone on ebay and order a new simcard from the carrier

Here on the former AT&T side, we can do a search by the IMEI number from a phone. So if someone does activate a device, we can usually find out who did so. It should be the same on the Cingular systems. It would be a messy affair, and you'd probably have to get the police involved, but if someone activated that device in our systems, we should be able to find out.
