http://audacity.sourceforge.net is a free program for your pc. From the same download page you need also LAME MP3 encoder. With those two programs installed, you should be able to load (import) a large mp3 file and save (export) it with lower bitrate into a smaller file.
This may sound like magic, but it's simple. Low bit rate MP3 compression removes a lot of sounds from the mp3 file and replaces them with noise. So you get less music and more noise in a really small file. It's a great technology!
