It's not, but it is strictly forbidden.
When the phone connects to a cellphone network it automatically sends its IMEI. That's how stolen phones (and phones generally) can be tracked.
Some providers do block IMEIs of stolen phone, but not all.
In Germany unfortunatly no provider blocks IMEIs when the phone is stolen, so here it is still "common" that stolen phone won't be tracked or blocked... can be used without problems... so every "stupid" thief can sell it without problems and changing the IMEI.

T-Mobile and Cingular here in the US can track a phone by the IMEI on the phone. This can only be done at a direct location. I have done this on several occasions (I have my own store). T-Mobile was very helpful.

If anyone is willing to help me track my lost/stolen Cingular 8125 (unlocked), I would really appreciate it. I have the IMEI.

I recently had my phone stolen and the thing that pissed me off the most was that they deleted ALL of my AIM contacts (perhaps to avoid being seen online). I also will be smarter and have a lock on the next one because I don't want people to access my info as easily. That seems to be a pain though.
