Too bad, using serial data cable seems to be the only way to recover the phone now. Check the following thread:
http://forums.mobiledia.com/topic17980.html
You may have to flash an unlock version firmware to your phone. Check the following thread for X427 firmware:
http://forums.mobiledia.com/topic39623.html
You need the S/W called OptiFlash to do the flashing. Check the following thread for OptiFlash 3.6:
http://forums.mobiledia.com/topic4919.html
Try eBay and see if you can find a cheap PCB093LBE serial cable. When you are there, search for PCB093LBE.
Check your friends, they may have the data cable.
Another option is try shopping around those cellphone accessories stores and see if they can recover your phone as well as unlock it.

Wow, lot of stuff progress since my temporary absence from the forum.
JS1662 IS the Resident Expert here, so his advice and suggestions are very sound.

It seems that ~$10-15 will get you an OEM cable from a (apparently) reputable eBay seller. Make sure it's OEM SERIAL!
If you really don't have the money, arrange to borrow from a friend who has the OEM serial cable. I was able to unlock my phones without problems because one of my friends was nice enough to lend me his OEM cable.
Just be aware that if you do flash a phone (no matter what reason), it WILL VOID THE WARRANTY, that is if you still have warranty service on your phone. But then, I suppose it's better than having a locked, useless paperweight of a phone.
-------
First off, when you contact the wireless provider (Cingular), they have to contact the manufacturer (in your case, Samsung) to get the unlock code.
I find it just as perplexing as you do why T-Mobile (who basically pioneered the free soft-unlocking process here in the United States) can unlock their branded Samsung phones, while Cingular/AT&T cannot do the same for their own branded Samsung phones.
-----
Good Luck and keep us posted in your progress. Any further questions, just ask.

Hi guys and gals.......after playing around with my phone as it is still locked, I happened across a code that MAY unlock the Samsung X426/X427 phone. As listed previously on this forum, some people are saying that the " *#9998*3323# or "DEAD" code is not working for this model. It could be because the particular code for this one does not read as "DEAD" but "BRKN."
This code seemed to have worked for my phone, so the worst you can do is try it yourself and let me know if it works..... the code is as follows:
*#9998*2756#, then select exit and proceed as you would with the other code that was listed. Let me know if this works.
Want to know how I got this code? Well, I was up until 3am playing around with the phone, trying a number of different number combinations. My phone reads "Phone Locked Return for Servicing" so it won't do anything, so I figured what the heck? Why not play around with it and see what happens. Well, I dialed *#9998*HELP# (4357), and it gave me a list of all the working codes for this model phone! I wrote them all down, and will add them all to this in just a sec. So, try this and see what you get out of it. Just an idea. Here are all the codes the phone gave me:
(Remember to dial *#9998* before entering the following codes)
HELP = 4357, Software VER = 9999, Hardware VER = 8888, VIB = 842, BUZ = 289, BAT = 228, RTC = 782, LCD = 523, ERR = 377, LOGO = 5646, SST = 778, NET = 638, SIM = 746, PN = 76, BRKN = 2756
Hope this helps, and again, let me know if the BRKN code works to unlock any of your phones. Take care.
