You need to turn on the "WorldClass International Service." This is free. You can do it online.
Also, you need a phone that is compatible with your overseas destination. If you have a GSM phone (most T-Mobile phones are this) and it covers the right bands (depends on which phone you have), you are set.
I've used the Samsung R225M, Samsung P735, and Samsung P777 (actually an unlocked Cingular phone) in Europe.

the v3 is a quad-band phone and will work in any GSM country
vietnam operates on 900mhz.
