Bad Idea. It's extremely risky to try push/soft unlock codes on newer Samsung phone models and firmwares (basically, I'd say almost all models made after the V20x).
Okay, how to fix it?
If you still have Warranty service, send it in to Samsung. I don't think Samsung will be inclined to fix it for free, but at least you'll leave the dirty work to Samsung or its repair affiliates.
Warranty's out? Want to do it yourself?
You'll have to flash your phone, which WILL void any warranty available on your phone.
First, buy the serial OEM samsung data cable. The OEM Serial, ABSOLUTELY NOT THE USB nor a 3rd party serial (trust me, they won't be able to do the job)! For E316's, the OEM Serial cable model # is PCB093LBE. EBay has a bunch of vendors selling them for about U$ 15 shipped.
Second, obtain a fresh, unlocked state firmware (even better if it's also provider unlocked too) for the E316. Even though you're using Rogers, I'd actually recommend the AT&T version of E316, but that's really up to you.
Third, get a program called Optiflash.
Fourth, now look at the Flashing subforum here and you'll find the appropriate instructions.
Reply back if you need additional help, which one of many other knowledgeable members will be able to help you if I can't.

Ya, here's the eBay search result for the OEM Cable:
http://search.ebay.com//search/search.dll?from=R40&satitle=PCB093LBE
Take your pick as of who you get it from...
Basically, if the cable works with D41x, E31x, X42x, V20x series, it should work with the E316.

As of Optiflash, I'll be sending a copy to you shortly. I see a long and busy week ahead of me, so please be patient if I don't send it to you immediately.
Firmware flashing file, you'll have to find yourself unless you don't mind having an AT&T branded E316 flash file [which is locked to AT&T Sim cards, but you can fix that], which I have.
Firmware flashing directions... please search the threads over there...... If you really can't find it, then I guess I'll give it a go myself.
[NOTE: For anyone else who happen to see this thread, please don't mail me requesting this software or the firmware. They'll be ignored. Thanks.]
