right now, i own the samsung sgh-p207.
It's in great condition (only used for a month) and i want to upgrade it to a black motorola razr. can i just go to any cingular store and trade it in for the razr? if i can, how much do i have to pay? do i have to pay the original price of the razr ($200) or do i pay the price of the phone when bought with a new service plan?

to the best of my knowledge you can't trade in your phone with Cingular. How much you'll have to pay depends largely on how long you've been with Cingular. I was with ATT starting May of last year, I've been having difficulty with Cingular service during 05 and tried a couple of "new" phones. I decided, after much thought, my fiance and I would stay with Cingular. Cost comparisons and the availability of better phones (compared to what Cingular had last year) lead to this choice. I called and told the frontline CSR I wanted to stick with Cingular and upgrade. She informed me that being with ATT for under 21 months left me holding the bag for the full price of whatever phone I chose. I told her that after arguing a great deal with supervisors during Feb/Mar of 05 I was lead to believe differently, I asked to speak with a supervisor. She said, as they are programmed to, "he will only be able to offer you the same options I am now. You'll have to pay full price for a phone." She put me on hold after I asked 5 more times and the call was dropped. I emailed the higher ups through the website and called the nearby store to leave a message with the regional rep. I received 3 calls from 3 seperate reps within a couple days, and they offered to help me in anyway possible. I received a call on Monday saying I could get the phones I wanted (z520a) for absolutely nothing and they'd waive the activation/migration fee. I received the phones today. I was very impressed with Cingular on this one. Btw, I didn't really mind paying the discounted price for any phone (we considered paying for the Razr but thought better of that phonesince I see it everywhere and don't like the feel of it). Though, I did try to upgrade online during their 2 day z520a free after rebate special. I mentioned that and they had no problem offering me the same deal, with out me sending in rebates. I believe a lot of this stems from the arguments I had with surpervisors earlier this year. I was offered 2 free V551s at the time which was a great deal though I was so upset I decided I would let me contract expire. I've since changed my mind noticing Cingular has lived up to their promises of better phones and deals as things settled down.
Sorry for hijacking. But, if you are a Cingular Blue customer, you might be able to get the discounted pricing (a reg rep told me a memo is being trickled down regarding ATT migrations and their entitlement to new customer deals). If you aren't, and you haven't been with Cingular long, you may have to pay full price. Keep the Samsung and sell it on ebay.
I am now very impressed with Cingular in terms of higher level customer service. The frontline reps are still a crap shoot, some are very good...others very bad. But, it now appears as though Cingular wants to make good with their customers...especially the disgruntled ATT customers.
Best of Luck

if it's less than 30 days, you are in the buyer's remorse period, and can return the phone, then get the razr.
if you are less than 30 days, just take it back to the store and tell them your plans.

But why would you get the RAZR when you could get the ROKR for the same price????

The ROKR blows????
Surely someone with the genius to make such a well thought out remark can back it up with evidence....
How exactly does the ROKR "blow"??
Why would you chose the RAZR over the ROKR? Aside from the nifty magenta case? The RAZR is a mediocre phone...My 551 was better.

only 100 songs? apple limited the capacity so it wouldn't compete with the ipod...other than that, it's not bad. i'd rather have a SE that can take a 1G MS, or the P990 can take a 4G MS at the time of its release. a REAL phone/mp3 player...
and it still only has a VGA camera

DUDE when do you need more than 8 hours of music in a cell phone???
When was the last time you used your phone cam for Ansel Adams shots???
You can get the ROKR for free...Try that with those other MP3 phones
However......They did blow it with the dumb ass USB 1 cable....Turtle city---
