if i buy a gprs plan from cingular will i be able to browse any web or mobile site?

if you buy a gprs pda, then you can browse through any site. phone, on the the other hand, is a different story. the internet is basically just a plain boring thing that looks nothing like the real site, plus some sites (like store websites), you can't open due to "file too large" error

i want it for a phone to access mobile sites. Btw, will it be different for different devices?

to the best of my knolage cingular does not block there phones from accessing any mobile sites,
