I found this info on another site and it worked for me. After step 4 I didn't see any message or status so I turned the phone off and back on and it was unlocked
You need a sim from another carrier for this to work:
1) Insert Incorrect Sim
2) Enter *7465625*638*00000000*00000000# (wrong sim message again)
3) NEXT ENTER #7465625*638*00000000# (wrong sim message again)
4) NEXT ENTER *#7465625# (You should get the following lock status)
all locks are inactive.these are all the locks.
network lock - inactive (if this is ACTIVE, try the above code again)
subset lock - inactive
sp lock - inactive
cp lock - inactive
sim lock - inactive
activa lock - inactive
phone lock - inactive
auto network - inactive
auto subset lock - inactive
auto sp lock - inactive
auto cp lock - inactive
auto sim lock - inactive
Now the phone should be unlocked Permanently.

Thanks Papa! That worked great on my machine. All the other solutions here either didn't work or were only temporary, until I turned off the phone again. Your directions seem to last.

Have a T-mobile issued X495 that I'm trying to unlock for use in Sweden. I'm to a point that when I put in the swedish GSM card, I don't get an error message, but the phone still doesn't pick up a signal. screen simply says 'searching' and I have "0 bars" in the upper left corner, along with an icon of a phone with a slash through it.
I've rebooted using *2767*3855#.and then followed pappa's instructions above. After entering *7465625*638*00000000*00000000# I get a message saying "Already Personalized"
Then, when I enter the network unlock code (#7465625*638*00000000#) I get a "Wrong Password" message, and the phone remains without a signal.
When I check the lock status, everything is inactive except the Network Lock.what am I doing wrong? I've tried several times now and can't get past this step.someone please help me the last step of the way!?!

dear fellows, i have used the method as papa told, well i do have unlocked my cell phone but the same prob the network keeps on searching but no signals are available. i am using it in Pakistan and i have tried all sim cards it gives the in manual network search as 410 04 the only network it finds but not registering there. please help
