most likely yes.
back in the day ( I was an old ATT cut care rep)
the serial numbers of those phones (ESN) had to be loaded in a master data base. if a customer bought a phone thast was not sold by the company we could tell. and could not activate it. as the ESN range was not loaded. ALLTEL uses a similar technology.I personally would heed the rep that told you that you cant.

First thing as a former digital camera sales person, it could be 200 megapixels, but if it has cheap glass (lens) in the front, it will still take a bad picture. A 2.1 megapixel camera will take a better picture then a 10 megapixel phone in most instances. Aperture size and lens quality are the biggest reasons for this. When I see Leica or Carl Zeiss Vario Sonnar, hell even Pentax on the lens on a camera phone, with a lens cap, I may change my mind. Some scientists recently discovered a technology that improves the picture quality in smaller lens by making micro cuts into the lens and different angles which cause the lens to take a better picture even though it is much smaller. It's recent stuff, but cell phones seem the most likely to benefit from it, just don't expect to see it in phones any time soon.
Alltel still uses the manufacturers own operating system on there phones, where as Sprint and Verizon both force the manufacturer to load there operating system on it. What this means in a nutshell is, phones from one carrier will not be compatible with phones from another. Roaming software is easy to replace, but the actual operating system is not. My recommendation, but a phone for a phone, and a camera for a camera, you'll be happier with both if you do. If you can still get it, the e815 from Motorola get's one the best signals available from Alltel's current lineup, it also has large screens interior and exterior and easier access to the memory card. Pictures suck though.

Technically speaking PCS is a frequency band. 1900 MHZ
so yes it is. but also CDMA. the 1900 spectrum was initially for data with the advent of digital services its used for digital voice as well

Verizon has said nothing about going to GSM, they just stated that they were going to use LTE for their 4G data network. It would take MANY years for a company to switch their customers over from one technology to the next. Until recently, I still had customers coming in with AMPS or TDMA phones.

In four years LTE may never come to pass, at that point in time something even better may be ready to be rolled out in it's place . . . and yes, when we want it too, technology can sprint ahead that fast.
