you said you have a V3?
From the stand by screen, press the Menu key.
Scroll to "Settings", then press Select.
Scroll to "Initial Setup", then press Select.
Scroll to "Master Reset", then press Select.
Enter Security Code (default: 000000), OK.
Confirm "Reset All Phone Settings?" Select YES.
Master reset complete, phone restarts.

Thats funny because i'm having the SAME EXACT PROBLEM! I just got my phone yesterday, I could send out messages but ONLY recieve them from Cingular people. Verizon and Criket couldn't send and when Sprint tried, they kept coming as a landline message

I have the same issue here.. Just got a Samsung x497... I can send but not receive text messages. I took the phone ot the local cingular store, the clerk sent me a test message from her phone which worked fine... I also had my cingular password sent to my phone no problem.. But my friend who has Verizon sent me 3 texts which i didnt recieve. My brother who has T Mobil also sent me one which did not work... I even tried my old phone which was on the ATT/Cingular prepaid plan, and sent a message to my new phone which also did not get through...
I tried reseting my setting, but that did not help.
Any ideas?

Having the same problem. Customer Service has not been able to help. I can send/receive to cingular customers, but not from any one else. I was a former ATT Wireless customer.

Theses are issues that can be resolved with a case being submitted. I sat at work today trying to troubleshoot a womans phn trying to get her to rec txt msgs but still couldnt do it...It happens most commonly when someone upgrades a blue (old att) account to and orange (cingular). Call in and have a case submitted. Can only be down thru tech support

I had the exact same thing happen to me. I used to be an AT&T customer, I wanted the new Cingular 8125 pocket pc phone and they made me change to Cingular. It has now been over three weeks without being able to receive text messages with the exception of one person. Cingular continue to claim that the problem has been fixed but it still does not work. It is also very strange that I am only able to receive text messages from a single person. I am at a loss as what to do and every time I call customer support a new person comes on and they make me repeat and go through the stupid basic tests of taking te battery and sim card out etc etc and nobody can give me a straight answer. Peoples voicemails are also gargled. I am really upset wioth these guys now and I am seriously considering changing service provider. I committed to a two year contract and I hope they will let me out. If anyone have any pointers let me know.
Thanks!

I finally got text messaging issue resolved. I found an article where the person had to escalate the problem to Tier 2 tech support. I called back in and after speaking with the rep asked him to open a trouble ticket and escalate it. The tech support person knew right away what the problem was and had it resolved within 24 hrs. He said it had something to do with part of my account still being registered as Blue (ATT Wireless) but everything else being Orange (Cingular). That was the reason why I could only get messages from Cingular customers. Unfortunately the issue has not been communicated to the reps that tech the level 1 calls.
