I downloaded it 3 times and it says no files to extract do i need a special program to unzip it

you should be able to extract it by using winrar or winzip or the built-in zip compression in windows xp.

There is something definitely wrong with that file, or maybe it's the website. During the download I knew something was wrong immediately; it was being transferred at an amazing 115 kb/s! Impossible for a dial-up connection. And sure enough winzip reported that it's corrupt even after trying 2 more times using different download managers. Another url would be nice.
In case anyone is interested the differences between 3.5 and 3.6 appear to be minimal.
The boot loaders are identical. The only noticeable difference is the rewording for the flash/type definitions.
Havent checked if by chance this one works on 98 as well however..
