Photoshop is great but a little overwhelming and overkill for some...
2 other recommendations are
Jasc (Paint Shop Pro)
and for FREEWARE the BEST IMAGE VIEWER hands down also does resizing is :
IRFANVIEW
I believe the same method/options are used in all 3 programs.. And the latter loads 20x's faster than PhotoShop.

Try the Picture Resizing Tool at:
http://www.websitediscovery.com
It's a really simple utility that is for both Windows and Mac.

i checked out websitediscovery.com and the site is slow, never came up. i use photoshop cs myself. i think any program that will allow you to resize, crop and adjust pictures (contrast, picture and sharpness) is fine. i use photoshop since i do a lot of image editing for advertisements, flyers and phones. very advanced tool but well worth it.
