I have a motorola V3 which does not show any menu or icons when open. The start up screen works fine but then it goes black and i put the unlock code in and all i get is the signal, ringer and battery at the top.
Please help. Is it a seem setting that needs fixing?

Whoa whoa... Slow down...
So you see the HelloMoto spalsh screen when you first turn on the phone? And then the phone boots and... What unlock code are you talking about? One that you set yourself?
2nd, if its just your own lock code that you set - what happened to the phone? Did you attempt to edit any files in the phone? Have you taken out the battery and put it back in?
So if your saying that once the phone comes to the home screen, you can only see the top line, an nothing else, not even your wall paper or the soft key menus, then you have a bigger problem then a seem fix. Either its something obviously simple or your phone has some major issues.
Need a little more info from you before I can tell. Did you try to edit anything? Any h20 in there? Does the rest of the screen show any color, your wallpaper, anything?

Ok. I switch on phone.
Motorola splash screen then orange splash screen.
Then nothing except one white pixel top left corner.
I know it asks for sim code so I input that and all that is shown is white screen then top line with icons on.
What I would like to do is flash it and completely reset everything to manufacturers settings.
I have tried following the links to download a flash but cannot download it for some reason.
I have motox p2kman and motorola pst.
When I connect the phone and use the mobile phone tools that came with the phone i can use the explorer and see my tones and pictures and all seems to be ok. So I think it will be some thing simple.
What do you think?

MFF is hard to get working if you're running XP w/SP2. You may need to download and use RSD_Lite 2.03 or the latest version(?).
Read here for good instructions:

Did exactly as you directed and went to the web site. Unfortunately I know have a phone that does nothing and when I look at RSD lite it says in the model S blank Neptune LTE.
Does this mean it is completely broken now?
Please help
